Why don't you "kick" him out. Have a cheap run down apartment that is in his name. With minimum bills in his name to prove he is not living with you until you have a child placed with you for adoption. Once the adoption is final human services can't take him or her away from you without just cause and I'm pretty sure having a boyfriend live with you isn't just cause. You may want to speak to a family lawyer. There is probably some loop hole that you can get around.

I know this sounds dirty but honestly having a live in boyfriend that posses no harm or threat to a child is not a good reason to not allow someone to foster or adopt. Especially with all the kids that are in the system. Tha'ts my opinion at least.
