I'm assuming you're talking about commercial banking since you're talking about bank accounts (keep in mind there's also investment banking, merchant banking, and retail banking). The person who sets up bank accounts are customer service representatives. At a typical commercial bank branch you also have bank tellers and managers. Tellers probably get a little over minimum wage. Customer service reps definitely make more than that (I'd venture somewhere around $40K - $50K per year) and managers make even more (approximately $70K - $80K per year).
