There are a lot of differences between the American system and UK.This is also handled by each individual state and the states may handle this differently.
In most places:
- unemployment insurance = money people may earn when they are out of work. This is a based on a formula of previous earnings. In most places it's handled remotely (not walk-in offices). This is often called "employment development department"
- most states have a employment center where they help with job listings, resume help, career guidance, etc. This is often called the Career One Stop and again operated by "employment development department". Not all jobs will be posted here.
- welfare/money help is handled by the social services department of the state.

sunil, the problem with you is your lack of confidence...in your question itself you have listed out your disabilities, weak points, drawbacks etc. etc.
do a soul search and find out the strengths hidden inside you...if god has made you physically challenged, you could overcome that with you mental strength...there are a lot of people who has showed the world that physical disability is nothing if you are strong inside!
read about people like Helen Keller, Beethoven etc. I'm sure you'll be inspired by them and wish you all the best for your success and a bright future.

Nothing you take will guarantee a job once your done with schooling. But if your passion lies in the dental field then I say go for it! Also is there any way you can do both so that your not compromising? Also have you looked into dental hygienist? the demand is not high now but that could change in the future.
