I don't think a hiring professional knows what a changing team environment is. A police officer may have a partner. Hopefully, that partner isn't changing too often.

Even if they understand what you are talking about, it doesn't belong as an Objective. Your Objective is what you wish to accomplish by submitting your resume.

See if you think this is clearer, more direct and to the point:

Objective: To work in law enforcement as a police officer for the City of _______.

You do not have to worry about the police officer job providing challenge. It is challenging by nature. You will also have plenty of opportunity to acquire new skills. You will be put in situations that demand new skills be developed.

Later, in your interview, you can explain how you would embrace the challenges, and learning opportunities, but you don't need that on the resume. You could also write something similar in your cover letter.

Most municipalities scan resumes electronically. Changing team environment does not compute and may even lead to your resume being given lower priority than others.
