before you jump into anything read Cash Flow Quadrant. it's a book by Robert T. Kiyosaki and it'll blow your doors off. starting off with defining the lifestyle you want, no job, nice car, big house, no debt. there are people out there like this, you just have to find them. Learn what they did to get where they are in life and then do what they did to get to where they are at. It's lonely when you're the only one job free and their more than happy to show you how. I'm job optional right now, I'm just working on increasing my income to where I can have some fun too.

Why do you want to work in HR? And don't say that you enjoy working with people. What do you really want to do every day and accomplish week in and week out? Are you good at it? How do you know that; can you prove it?

You should find out more about the specific HR opening that you are shooting for. There are about ten distinct HR specializations (employment, compensation, benefits, employee relations, labor relations, training, HRIS, health and safety, EEO/AAP, etc.) and there are generalists, who may do all of these functions for a specific site; which one do you want to be? There are levels in HR, from clerical to professional to manager and executive; what level is the job you are looking at and where do you want to be in five years? Why?

Like any interview, you need an in-depth understanding of the industry, company, the department, job opening, supervisor of the job and the person you are interviewing with. I know you went to school, but why should they hire you? What can you do for them right now, without training or going through a learning curve?

It means that there would have to be good management, as they will have to effectively spread their human resources over the jobs they need to do. Those workers will receive higher wages because they are in high demand, and there will need to be increased money spent on education and training for those without the skills, to fill the jobs. Job designs will have to change to fill the available jobs as best they can with limited workers. There will be more promotions given to those who have just done the level of training required, but fewer to those already with the qualifications as they are needed to remain in the current level of work. As for career planning, I guess you plan your career around the education you need, and assume that due to the shortage you will get a higher wage to keep you working.
