Why don't you just accept that sometimes, just sometimes that the Government does not hold all the answers to people's situations and that perhaps you might want to ask yourself 'what can I do to improve to improve my situation' instead of constantly moaning about the lack of assistance from Government. You want to pay lower taxes, but you want Government to fund every training scheme going. You can't have it both ways. Why can't people accept personal responsibility any longer?
