Major in something broad, and keep in mind that you may change your mind over the next few years, and that's okay.

It sounds like you get ideas for a lot of different things, so I would recommend that you explore several different fields in order to find the best one to use your skill.
It is okay to start college with an undecided major, a lot of ppl do it.

Absolutely. Good web developers are always a welcome find. Expect to make between $40k and $60k to start, maybe a bit more if you're in a high cost of living area. The great thing about IT is that, more than any other field I know, we respect you for what you can actually do and not for your degrees or age or other irrelevant factors. The question will be how to demonstrate that you have skills.

Create a few web sites with both static pages and utilizing a content management system. Spending $10/month for a web hosting plan will be the best money you ever spent because it will allow you to build an entire ecosystem of interrelated showcase pieces that will be very relevant in an interview and can even be referenced on your resume and cover letter. Pick up a book on PHP, Ruby, Perl, and MySQL and write a few LAMP applications. Volunteer to do or redo the website for your school, local church, Red Cross agency, or the like.

Think of yourself like a freelance photographer and assemble a portfolio of work that you can show off and you should have no trouble winning a job without a degree. Once you get that entry level position, though, you may need to pick up that college degree over time if you eventually work in a larger enterprise and want to win those promotions to Advanced, Senior, or Principal developer. Good luck, and always remember that there is a way if you will work for it!
