Some ideas that have worked for me as the leader of several non-profits:
* Ask a member to speak on a specific topic of interest to the group.
* Bring in an expert on a topic of general interest.
* Schedule meetings during meal time and provide food.
* Have some "social" meetings: potlucks, for example.
* Call members directly yourself and urge them to come. Make the call personal, telling each how important their attendance is for making decisions, getting the best ideas, etc.
* Ask your membership why they aren't attending. Is it the time? day? location or frequency of the meetings?
* Add a fun activity with a modest or gag prize. Or hold a raffle at each meeting.
* Food! A great motivator.

You certainly can't legally.

Even some of the highest risk occupations available do not pay that kind of money. I suppose you can sell body parts, like your kidney and such but pretty soon you are going to run out of parts!
