I believe a Network Cabling Specialist is nothing more than a "wire-puller". The only difference between that and an electrician apprentice would be that you know how to terminate RJ-45 and 110 blocks, but I don't know that you would make more than 14 bucks and hour. I could be completely wrong, though.

If you want "technical" and higher pay, then pulling cable may not be the best solution for you. The class you mentioned might be a good learning experience, but don't stop there. Use that as a stepping stone towards something like a CCNA or NCSS certifications.

I am a network engineer and I don't touch cables (unless I just want to); I hire people to do that for me. All I have to do is design the infrastructure and then pay some guys to go pull the cables and punch 'em down. My salary averages quite a bit higher than $14 an hour. I think a job like mine is what you're after, right?

Combine technical knowledge about voice or data networks with your management degree, and you can make some big bucks. Of course, you can't start out as a technical manager. You'll have to start out in the field and work up.

So it looks like you are on the right track, however, what you seek is not your goal, but a beginning towards what you really want.
