Don't think small: Web hosting and Web application providers offer database administration services for small and simple databases. You need to concern yourself with complex, mission-critical Oracle databases running on expensive Unix hardware. This market, of course, is smaller, but, to a qualified specialist it offers much better pay and higher job security.

Don't put yourself in a position where you have to compete with all of India and half of China for low-end IT and DBA work. You live in a country that offers better education and professional training and so you need to aim higher. In addition to your degree, look at getting professional certifications from Oracle and Microsoft.

Alternative route to consider is networking. If your college offers Web development and DBA majors, it probably has network engineering or network administration majors. A network admin makes more money than a DBA with comparable education and experience. Also, networking jobs are much harder to outsource and offer great job security.

NZ doesn't really do gas like they do in the UK. There are pockets of piped gas around the North Island I think from memory but don't recall a big brand name company. My South Island life was using the odd bottled gas (similar to Calor) for heaters in winter. My Dad was a gas fitter here in the UK and he went out there and turned plumber because at the time that was more in demand.
