Resume writers vary greatly in quality and in knowledge of your field. If you're not good at writing your own, then yes, they can help you.

However, if they overstate your qualifications, that may get you an interview but it probably won't get you a job.

If you're not having luck even getting interviews, it's probably more because of the job market than anything else. Times are tight now for job seekers.

If you're employed and looking to move up, try doing this within your own company and by applying to direct competitors. If co-workers have moved on, contact them to see if their new employers need anyone at the level you're looking for. Your lack of success may be more due to looking in the wrong places than to your resume.
