I'm sure this is very frustrating. Some places just do not promote internally past a certain level. They always want someone from the outside for their "upper level" positions. Maybe they think new blood is better. You might want to look around and see if other co-workers have been promoted. You've been there a long time and it's possible they only see you in one type of job. Also some people higher up the ladder might feel threatened by your advanced degrees and fear you could replace them, so they will be reluctant to help you.

If you have a boss or mentor whom you trust in the business I would go to that person and ask to have a conversation about your long term career goals. Tell them you feel you can do more for the company and ask them how they see your future there. They probably won't come out and directly say you will never get promoted, but usually a conversation like that will bring clues that will tell you if it's worth staying.

Have you checked out Craigslist? It is internet but when I was searching for a job a few years ago, the jobs I applied to on Craigslist were the only live replies and interviews I recieved.

You may also want to go to company websites direct and apply that way.

A lot of times with the big job boards (Monster, Hotjobs & Careerbuilder) you get lost in what I call the internet twighlight zone and only recieve auto replies.

Check and see if your state has a Department of Labor that has job counseling.

Also look into your local Community College. Most of them have a Career Services Office that offers job search assistance and career counseling FREE to all community members. I worked in one, and most people dont know that the community colleges off this service free of charge. Check it out and good luck!

The inventory is the only place I find the challenge books. Are you sure it's not in the inventory? Had your Sim started to read and left the book on the floor somewhere? Did you have him put all books in his inventory in a bookcase? Those are the only areas I can think of where the book could be. I know you can't buy the challenge books in the book store.
