Notes for you: may try to not write down the exact course names. Maybe try telling them about certain important things that you learned.
:do not contact them. If they are interested they will contact you. For Canadian government jobs they do not want you calling them. First the computer screens out people based on their resumes and cover letter, so be sure to put all the experience and essential qualifications from the posting in these, including that you are a Canadian citizen, driver's licence holder and have computer experience. If you don't they will screen you right there.
: maybe put in some of the years of experience that you have
: use spell check
: put all your contact info at the top of the cover letter under theirs, including your full name, address, phone numbers and email
: if you've had any physical jobs or hobbies, that may help as well
