Your plan will not work because a student needs an undergraduate degree to be admitted to Medical School and Medical School requires certain prerequisite courses a student can only complete while in residence at a university.
Medical School Prerequisites(Pre-Med) regardless of academic major.
1) One year of General Chemistry with Lab
2) One year of Organic Chemistry with Lab.
3) One year of Physics with Lab
4) One year of Biology
5) One year of Calculus
6) One year of English Composition
Go to college using regular financial aid then apply for an AIr Force HPSP Scholarship. These have not even been competitive in recent years. $20,000 signing bonus and commissioned a 2nd Lieutenant while in Medical School. All Medical School costs except room and board are paid. Air Force gives a $2,060 monthly allowance for living expenses. Advanced in rank to Captain on graduating Medical School. The Army and Navy offer the same.

As far as going to Penn State on Afrotc Scholarship, you can apply now. The Spring of your Junior year.

If you have been participating in varsity athletics and other extracurricular activities and have the grades and test scores for Penn State University Park, you might also want to consider the Air Force Academy. Can also go on directly to Medical School. It is too late to apply for the Air Force Academy Summer Seminar but the Naval Academy Summer Seminar and West Point SLS are accepting applications till April 1. Any will let a guy know if that is the college lifestyle he wishes to pursue.
The selection process is nearly identical at the Air Force Academy, West Point, and the Naval Academy, so, whatever is stated on one service academy website or in its catalog with regard to admissions generally holds for the others. Your not too young to think about applying for colleges. I would suggest you start applying for scholarships as well. However, thats hard to know if you could go to those colleges. But from your already stats, you have a good chance of being admitted. However, we don't know what your SAT/ACT. So thats a variable.

Are you wanting to become a veterinary technician OR an assistant? There is a HUGE difference. The veterinary technician program Penn-Foster IS accredited by the AVMA (American Veterinary Medical Association), which means that if you successfully completed the program with Penn-Foster, you could sit for the VTNE (Veterinary Technician National Exam) and a state board exam if your state offers it. HOWEVER - I have spoken to several veterinarians that do not take degrees from these online courses as seriously, even if the person passed the board exams. It is too easy for people to cheat on tests since most tests are taken at home, and you also do not get the quality of clinical laboratory experience that you'd get in a traditional classroom setting. Also, many traditional programs for veterinary technicians and assistants require hands-on care of resident teaching animals. And if you're in an online program, you don't get that extra experience of caring for the animals. For those reasons, many veterinarians pass over vet tech / assistant applicants that have a degree from online schools. NOT ALL of course, but many vets do feel this way.
