I will make an educated guess that the program at Tel Aviv will be more "hands on,
which may or may not be an advantage.

However, Tel Aviv University is not nearly the most highly regarded university in Israel. Also, unfortunately, there is some anti-Israel bias among many officials of the FBI and the State Department.

Unless a person knows some Arabic already, it is virtually impossible to learn it well enough in grad school to meet FBI or State Department language standards. You will probably have very little opportunity to practice Arabic outside of the university in Tel Aviv.

There is also the issue of studying in Israel if you do not already know Hebrew, even if English is the language of instruction for the university classes. Unless your program has a majority of international students who do not know Hebrew, you may find yourself at a social disadvantage.

You should also look into what you will need to do to have your degree from either of these international universities accepted in the United States and whether your proposed degree is favored by the agencies for which you would like to work.
