It seems that way sometimes.
For my current employer I had to:
Fill out a 20 page written job application (15pgs for candidate + 5 office use only) in addition to the resume.
Complete physical
Drug screening
Background check
Credit check
Driving record check (I wasn't even going to be driving company vehicles)
They called all references on my resume.
Tested my typing speed
I was interviewed by my future boss. And because of my advanced level of computer expertise I was also interviewed by the IT Manager, probably to make sure I wasn't lying about the computer skills on the resume.
Where do I work? A small family owned contracting company.
My position: Administrative Assistant

There are a lot of tests out there that shouldn't really be done. The reason I suspect that they want you to be able to handle those things as well, is with the way that economy is, they want the person to be able to handle quite a few different duties. My guess is too, is they want to be able to call you for some labor jobs as well.

It sounds like you are hired. The 3rd is just to make sure that the GM has no objections. He won't have any.
