Since your most recent semester doesn't have THE BEST grades, to a university you will just be numbers on a sheet of paper.I would highly suggest just applying to a college/university. And immediately after doing so, set up an appointment to meet with someone to talk about how you think you're doing and what your goals are for attending their university.
Alternatively, often times on online college applications offer a space where you can submit a personal entry where you can explain your background and tell about how you have changed from what your G.P.A. states on paper.

I'm only 14 years old, have developed PS3 games single-handedly, ported the Linux kernel to 1970s-era Chip-8 system as well as the Kaypro and MSX (which was really pretty easy, a retarded baby could do it), have a 101% average in all my classes at Harvard and KAIST (an elite technology institute in Daegu, South Korea), and I have an 18-year-old girlfriend who is a Victoria's Secret model! I speak fluent Arabic, Chinese, Korean, and Swahili, and generally only sleep 3 - 4 hours per night (you can sleep when you're dead).Not only that, I have been predicted by Time Magazine to be the most likely to win the DARPA Grand Challenge, and recently wrote a theorem which was published in a major scientific journal that conclusively disproves the existence of any god, enables cold fusion, and even shows the feasibility for a perpetual motion machine! I also hacked the IRS, but never got caught!
I am also 6'6" and play varsity basketball. When I have a free moment, I enjoy long walks on the beach, memorizing pi (I'm currently at 50,000 digits), and I have a part-time job as a master sushi chef at a five-star Japanese restaurant in New York. Oops! I forgot on the list above that I speak fluent Japanese, as well. Boku wa atama ga ii da yo! Boku no IQ wa seikai de ichiban takai da yo!
I am also very muscular because I work out 50 hours a week. I am so muscular, I ask people to fire guns into my muscles so that I can absorb the bullets as iron. I also enjoy doing fire poi shows in front of large crowds. When someone asks me to do a show, I simply refuse any offer under $300 an hour, however.
And I can fly.

I think it is really too early to know, either where you might want to go, or where you could get in. It is obvious you are off to a very strong start, but there are still 3 years to go and you don't have any grades in high school at all yet, nor do you know what you want to study.
