In practical terms it means that professionals can get on with doing their jobs, without having to worry about the paperwork - dedicated admin bods take care of that.

Such bodies hold qualifications in very high regard - the better their staff qualifications, the better the chances of the service securing research grants and so forth - so you shouldn't have difficulty in securing employment with a doctorate. Even if you were to take a masters-level position [which would presumably entail more hands-on work] your doctorate would certainly stand to you and give definite bargaining power with an employer.
