I think you have to have the green card first before applying anywhere. There is the risk of you not getting the green card on time and they can't wait because they need somebody ASAP. I don't know where you are located, but I know a lot of people who have had great luck with Adecco. With temp agencies, it's good to drop of your resume and give a follow up call. Another place to search for admin jobs is on Craigslist.com. I was surprised to see the large amount of jobs posted, not as many scams as CareerBuilder.com. Although, CB can be searched easy, you can limit it to specific job types and mileage, pay, etc...Generally, any of the agencies will not have all their positions listed, some they fill as soon as they come in. Always try to go in, drop off your resume, bring your references etc. When you go in, you usually drop off your information with a receptionist, but ask him/her the name of the recruiter that will be receivng your resume (a lot of them make money from placing you) then the next day call the office and ask for the recruiter and tell them you dropped off your resume (or application- Resume is better) and wanted to make sure they had an opportunity to review it. You'll be surprised, you should get contacted shortly after.
Some good resources for resume templates... if you have MS Word, you can go to MS Office Templates - they have resume templates and all you have to do is fill in your information. Word also has a resume wizard under templates. Quick and easy!
