1) There's not really any central authority over the World Wide Web.There is, however, ICANN and the regional NICs. ICANN oversees DNS infrastructure, some protocol regulations among other, more complicated things that I, quite frankly, don't know.

The regional NICs, such as APNIC, RIPE, ARIN, LACNIC, JPNIC, AfriNIC, manage regional WHOIS databases.

2) All you have to do, technicallty, to get connected to the Internet, is somehow get a link to your international gateway. That'll connect you to the rest of the world. That's just in theory, however. You really do need an ISP to do this for you.

3) No. You couldn't make your own ISP unless you had quite a bit of money.

4) Major corporations don't use the same residential ISPs that you and I may use. They buy bandwidth in bulk from resellers that cater specifically to businesses.

5) The reason you wouldn't be able to create your own ISP without massive amounts of money is because of how much it would cost you to buy all of the backbone you would need.

If we're going with the situation you've outlined, where you provide Internet access for yourself and a few friends, let's say, 10 people total, you wouldn't need very much bandwidth. Perhaps 100Mbps symmetrical would be enough for all of you (symmetrical 10Mbps for each person). That may be inexpensive, but it's very expensive when you think about the fact that no backbone provider in the world would ever sell bandwidth in such small amounts.

The amount of bandwidth major ISPs buy from backbone providers is staggering. No ISP would engage in peering with you if you leased a network that only covered 10 residential households. Thus, you'd have no way of connecting to the rest of your country, let alone internationally.
