What you have received is merely an acknowledgement that your application was received and that you are eligible, which means the job was open to the public rather than being limited to veterans and current or prior federal employees. It says that qualified applicants will be referred to agencies as needed, but you don't mention having received a second letter stating that you are qualified. You would only be qualified for GS-11 if you have a PhD or 3 years of graduate courses leading to a PhD, and you would only qualify for GS-12 and GS-13 if you have a year of GS-11 and GS-12, respectively, under your belt. I'm assuming that is not the case. So to me it sounds like you don't have a chance of getting it, especially if you have no experience in position classification. It also sounds like your application dies in April, without you ever having been referred.

You might want to try for something a little less ambitious, if you do not have a PhD. A master's degree or a bachelor's degree with a GPA of 2.95 or greater will qualify you for a GS-7.

Lots of stuff up north, including Cedar Park and Round Rock (great schools), but a job south of town will be a rough commute if you have to commute during rush hour. Most jobs, FYI, are north of town... Dell, National Instruments, IBM, etc.

However, it's a far commute if you get a job south of town.
South of town is nice but the commute is bad if you get a job up north.

Steiner Ranch has fantastic schools and is a great compromise between north and south Austin, although it doesn't look like it on the map. It also has beautiful scenery.

Plugerville has good schools and is off I-35 with lots of shopping. Prices are also very good.

Right now, the best agency that you can find is the one that will find you a job. It's that simple. While our economy here is doing better than that of a lot of other cities, it is still difficult to find work. And when everbody starts moving here from other cities because they are hoping to get work, our unemployment level is going to start increasing.

Your instincts are right in avoiding the pay-sites. Those are nothing but rip offs.

Austin is one of the main game development hubs in the US, and typically finding a QA job there isn’t too difficult. However, most companies do not even look at resumes that aren’t in response to a specific job posting. I would suggest finding Austin on the map here: http://gamedevmap.com/ , which will list all the studios in Austin, probably a couple you haven’t heard of before. Follow the links there to the webpages of the various studios, and look for those specifically hiring QA testers, and respond to those job postings.

My only other piece of advice would be to frequently check the Jobs board at Gamasutra.com. Just keep looking for postings, and eventually someone in Austin will be looking to hire.
