If you were made an offer for a "work at will" job, then they can rescind the offer at any time as long as it's not discriminatory (see www.eeoc.gov for what is covered).

Regarding the security of your information - if this is a retailer like Target, Best Buy, etc. then they would have a process that secures applicant information in place. If you are very concerned, you have the right to ask how it will be secured. If something happens and your identification or finanical information is used, they would be responsible for fixing the problem, and any associated costs to you as well.

Who to complain to? That would be the department of labor in MO. They may not be able to help you as what you describe is not an illegal hiring practice.
