You will have to send a letter to the dma commissioner about this, but i won't lie to you he most likely won't reduce them. Anyway while he won't reduce them,most states will allow you to go on a payment plan. However you'll have to find out from the dmv if they will let you get your license while being on the payment plan. I'm pretty sure you have to pay the balance of the fines to get your license. The best thing i can tell you is to try to get your license in another state.
