I think you asked this question few days back. Again, don't believe that agencies who offer to help. In Singapore there are very few agencies who can do that and when they do that typically they just do a postman job. i.e. fwd the resume to company.
Legally she can look for the job and once she got the job her employer will apply the employment pass (EP). Hope it helps.

I am from Edmonton. There may be online agencies looking for your expertise. In our province there is an economic boom and skilled workers are in a shortage. Perhaps try to find an agency that is looking for the skill you possess. You must find an agency that knows how to access foreign workers. You need to and they will assist you in findng a sponsor for employment here. It is much easier to offer your expertise as a contract worker to begin. If you are very skilled at your employ, the company may sponsor you to stay here.
