A similar thing happened to me. It was 20 years ago and in Pennsylvania, but I think it's still relevant.At the time, my brother was a pre-law student and he told me to get an attorney. Best advice I think I ever got. I couldn't afford one so I went with our county legal aid (hope they have one in your area where the government basically gives you free counsel). This is a bigger chunk of change than I went through for sure..mine was a $578 overpayment but I was still flat broke and couldn't repay squat.
If you get an attorney (highly recommended) you may not end up owing anything to anybody. What disconcerts me is that you say they claim INTENTIONAL misleading. That could be criminal (doubt it) but you have to cover all bases.
If you stick it out alone, I'm sure you've already dealt with cold heartless unemployment bureaucrats who don't give a rat's as.s about you. They just want a box checked next to your name.
The questions you asked have no real answers anyone here could give you. Too tough to call. Swallow your pride and go to legal aid or a cheap HUNGRY lawyer ( local one man attorney is great, not those douchebags you see on TV). Sell your crap on ebay if you have to scrounge up money. One thing I've learned over time is it's better to pay $400 once to an attorney than risk paying $150/mo for 5 years to the government. You may still lose the case but you're probably outmanned against the temp agency and surely against the government.

Detroit Police Department.Minimum Requirements
? At least 18 years of age
? A U.S. citizen
? Vision must be 20/20 or corrected 20/20 in each
eye. Depth perception and color vision must be
normal.
? A valid Michigan driver’s license and acceptable
driving record
? A high school diploma or a valid GED
? No felony conviction, (even if expunged)
M.C.O.L.E.S.
Pre-Employment Test
In order to proceed in the hiring process with the
Detroit Police Department, you are required to pass the
Michigan Commission on Law Enforcement Standards
(M.C.O.L.E.S.) Pre-employment Test.
The test consists of 120 multiple choice questions.
Half of the questions measure writing skills and half
measure reading comprehension. The test measures
skills required both in training and on-the-job.
There is a $62.00 fee for the M.C.O.L.E.S. Preemployment
Test. You may register for the test by:
1. Visiting the www.MCOLES.org website and scheduling
the test. A debit or credit card is required for
this method of registration.
2. If you do not have a debit or credit card, contact
Performance Based Selection (PBS) directly to make
payment arrangements at 1-877-422-4092.
M.C.O.L.E.S.
Physical Fitness Test
The M.C.O.L.E.S. Physical Fitness Test consists of
four separate events: vertical jump, sit-ups, push ups,
and a ½ mile run.
The physical fitness test must be taken no sooner than
180 days before the beginning of the training academy
session. Tests are offered only at training academies,
which are under M.C.O.L.E.S. supervision.
There is a $45.00 fee for the test.
The results of the test will be reported as Pass or Fail.
Official notification of the results will be given to you
the same day.
