These are usually scams and you won't make any money. Don't do business with anyone who doesn't have a real address, phone number, website or email. Whatever you do, don't give them any money or any credit card information.

The link above should take you to a comprehensive index of employment agencies in the Toronto area. You may sort lists according to a preferred geographic location, industry, or job category.

The agencies linked on that page are legitimate, and I personally know of friends and acquaintances who have found employment through them.

Just a word of caution, though; be wary of anyone that asks you to pay a fee upfront for job matching services.

This was under FAQ's:
Question: What is the Fair Labor Standards Act?

Answer: The Fair Labor Standards Act (FLSA) establishes minimum wage, overtime pay, recordkeeping, and child labor standards affecting full-time and part-time workers in the private sector and in Federal, State, and local governments. Covered nonexempt workers are entitled to a minimum wage of not less than $7.25 per hour effective July 24, 2009. Overtime pay at a rate of not less than one and one-half times their regular rates of pay is required after 40 hours of work in a workweek.
