Where do you want to find a job? You don't intend to stay in CA so of course CA won't help you find a job. You're not in PA so there's no way that THEY can help you find a job. I mean what do you expect to happen, they get you an interview with XYZ company and you fly back to PA one morning for the appointment then fly back to CA that night? You are obviously not trying everything possible to find any type of employment. If you want a job in PA, you have to live there to find one. If you want any job available you'll have to apply for positions in CA.

The best I can advise is that you get any job you can in CA, save every penny you can, then go back to PA and live off your savings until you find employment there.

I don't know the area but a good way might be to think of a few big companies in the area (or look them up in their directory) and call their HR departments and ask if they can recommend employment agencies (might as well ask if they're hiring while you're at it.)

Provide as much information and assurances to them as possible so they don't think you're up to something.

Be patient, they might not be very forthcoming with this information.

You will have to start with a well drafted CV and next go ahead and register yourself with all Job portals like Yello jobs etc. Also do some research yourself from the net and get to know more about companies which interest you.

Unless she has 10k laying around, I'd think an investment in a lawyer to protect her would make sense.
