Jinx it is nice to see your concern for your brother but i doubt that there is anything you can do from the UK that he cannot do better over there in Australia. The first thing to realise that the hard times are not just in the UK, Australia is also having difficult times, as is the USA and most western countries. Whilst your brother is well qualified it is a fact that IT has been the buzz word in schools for the last 15 years and the days when any sort of qualification in the computing field was an instant entry into a high powered and high paying career are long gone and there are probably more IT graduates coming out of the Universities in Western Countries now than there are suitable positions for them to fill. The difficulty for the graduate with post graduate experience is that when there is something of a glut in the supply they are out on a limb as people will consider them over qualified for positions 1 step down from their desired ones and it becomes a vicious circle. A situation well known to many executives and managerial level staff when they are job hunting.

It really depends for what kind of job you are looking for. I worked through Hays in Sydney. They can be average at the best of times in other cities, but they really treated me well there. Other agencies (for white collar roles) are:

I'm not sure whether it's hard to find jobs in this field in Iceland. Lately most fields in Iceland have been lacking staff, so I'd say your chances are ok, especially since you have prior experience in the field. This is also a field where you might need the Icelandic language less than most other fields, so not speaking the language should not be a major obstacle.
