Your employer has breached its contract with the agency, and now owes them a percentage of your salary. So of course they would be in trouble if the agency found out.

Why did you agree to it if there wasn't anything in it for you?

I started with my current company as temp-to-perm. When it came time to go permanent, the boss offered me £22k. I said no, I want £26k. He thought about it and then said, "okay, you can have £26k, but we're going to tell the agency that we're paying you £22k to pay a lower fee" (because it's always a percentage). So I kept my mouth shut because otherwise I would have been getting £4k less and/or would not have a job at all. But why did you do it?

If you signed a contract to say you would pay the agency fees,then you may have to do so.But i have never heard of this before.
I think you need to get back to the agency about it and also call the citizens advice bureau and see what they have to say.

I think you should name and shame this company.

Don't trust anyone who takes money first. In New York the people who hire you pay the fee. A very small group of agencies may charge you but only after they find you a job. DON"T pay up front fees.

Seriously, you are paying for a service that may or may not get you a slightly better position for £15k
