Steer clear of any agencies which claim to hire non-US citizens. Most of them are scams. Only the actual employer can apply for employment visas, not an agency or "body shop."

He would have to be fully qualified as a doctor in the US to apply for jobs in the US. In what country did he do his undergraduate degree and then his medical school degree? Has he completed all requirements to qualify in the US and get his license to practice medicine in some state? He cannot apply with hospitals until he is qualified to practice in the US.

Many hospitals are cutting back on hiring, closing departments, even closing entirely. He'd have to be awfully good - not just qualified - for a hospital to go to all the trouble and expense of getting a visa for him. There are plenty of US med school grads looking for work now.

If you're wondering about recruiting done for GM the auto workers I think you would be hard pressed to find a job there with the current downsizing they're doing. GM uses several different recruitment agencies for hiring. You can read about GM's recruitment surveys here though:
