It appears that most, if not all, of the jobs listed on their website require one to be a U.S. citizen to work for the government. In fact, it's the very first "key requirement." It's not uncommon.

Many of the postings say: "By law, employment at most U.S. Government agencies is limited to U.S. citizens."

Search for a job that does not require you to be a U.S. citizen. Most jobs do not require U.S. citizenship but require you to be able to work in the U.S.

It means that you have met the qualifications. It does not mean that you have the job. You will have to interview before you are given a job. It only means that they are putting your application into another pile. Sounds like a lot more waiting in store.
