Have you checked with your agency's policies? Law enforcement is not a competitive field. Trade secrets are normally shared with other agencies. I don't know what the conflict would be. Everyone is working towards the same goal.

My agency's policy just states that we must inform them of any outside employment, your job cannot be unethical, anything that could embarrass the agency, i.e., selling sex toys. We cannot wear our uniform while working. We cannot work in politics.

Until you can start your 'dream' company, you may want to consider this. (I've been successfully doing this for a year now.) I have a travel agent web-site.
