If you're looking to start one, beware there is a lot of competition! I would probably start small. Write a blog about your new agency and have people (potential employees) register on-line. Then I would create a flyer and have Canada Post deliver it to all the businesses in the GTA. Of course, I am assuming you would have already registered the business and checked out any licenses you may need. You may want to consider some sort of gimmick to attract potential employers, maybe a better rate than your competition.
