Make the payment scheme really convoluted, so that you can demand money from everyone, and not pay others when you don't feel like it (and blame them -- they put in the wrong codes, or bought the wrong package). Also, make sure you hire lots of people in order to bump up administrative costs. Finally, you should invest very little in preventive measures, and spend most of your money on dealing with issues after they have worsened irreversibly.
