Can't you do both? Do you want to be a therapist or a clinical psychologist? I'm not really sure what a therapist is but to council law enforcement officers I'm pretty sure you would need to have a doctrate in clinical psychology or be a psychiatrist. I would advise choosing psychology or maybe medicine over law . Alternatively you might be interested in forensic psychology, and work with the police doing things like criminal profiling.
