Yes, have them over. Just don't expect them to be any different than how you know they are.Make sure that your motives are pure (that you're having them over to spend time with them, show them you care about them and play with your nephews/nieces). There are many things you can do to be attentive. Cater to their taste in food/drinks. Make sure your home is child-friendly and that you have things for the kids to play with.
In order to steer away from sitting in front of the television, have some board games ready. Make sure you're not trying to show them anything but kindness, because they are not likely to pick up any new tricks at this point in their lives. They have done all the growing they are going to do...any change in their relationship/behavior will have to come from them.
I understand how hard it can be to have an in-law who is self-absorbed and difficult to get along with. But there is nothing you can do to make Sue a more productive or agreeable member of society. All you can do is accept her for who she is, maddening as that can sometimes be.
