your 800 verbal is great but your math score is really low, which brings down your overall SAT score. also, your unweighed GPA is rather low. nevertheless, i can't give you an honest answer b/c i don't know how your essays are and how great your letters of rec are. letters or rec and your essays are extremely important, although GPA and SAT scores are also really great. the ivy leagues are extremely competitive, but there are always surprising choices.

You don't have to apply to become a resident. I think the school determines wether or not you are in state for tuition purpouses and has some explicit set of standards they use to determine in state vs out of state status, which you can probably find on UCLA's application or student financial aide websites. Worst comes to worst call the school and they'll explain things.

You're GPA is probably about right (assuming it's unweighed). UCLA's average last year was 4.16 weighed and the average SAT was 1990 and ideally you'll want to beat both to be a really strong applicant. I don't know if the UCs have to give preference to in state students, or like out of state students for diversity purpouses or because they can charge them more money. It's less likely that being an out of state student will give you an added advantage at Berkeley or UCLA because those are of course the most prestigeous UCs and the schools most likely to get lots of out of state applicants.

Also another thing to consider with UC admissions--you can apply to the whole UC system with a single application. There's a $40 charge per school but you only have to write one set of everything. So it might be worth your while to apply to a number of UCs--Berkeley, of course, San Diego is considered the systems number three school and it's directly on the bech in La Jolla. Santa Cruz and Santa Barbara are both stunning, etc.
