You hire in at the lowest grade posted for the job opening. Once you have the job than you can be promoted either by merit or over time until you reach the highest grade for that position.

In other words if the job is posted for a GS-03/05/07, you would hire in as a GS-03, and the highest grade you could reach in that position would be GS-07. The only way this would differ is if you were already a GS-05 in another job and you took a lateral transfer, you would keep your current grade/rating.

In my opinion is better if you join a military branch and specialize in either Military Police or IT Job. Go to school and earn a Bachelors in the mean time and then you will most likely be qualified to take a government job.
