If I were you, here's what I'd do:1) Bring 10 copies of letter & resume. Most likely, you'll fill out applications either by hand or online anyway. Check out some online job applications to find out the information that they are likely to ask for (maybe some stores like Target have online job applications you could check out.) The reason I suggest this is so that you have that information with you as well. Often, applications ask for specific start & end dates and reasons for leaving previous jobs. (Meaning that they ask for info beyond what is on your resume.) Also, you may want to call or check the website for the job fair and find out if they have a copier there, then you can make a better decision about how many copies you feel like bringing to the fair. I'd also suggest that you bring your papers in a folder or large envelope so they don't get folded or crumpled.
2) In order to appeal to as many employers as possible, I'd suggest dressing fairly "middle of the road." Wear light-weight ironed pants, such as Docker's or something similar to that. Match your pants with a ironed button-down shirt (tie is not necessary) or a ironed plain Polo shirt. Don't wear clothes that are frayed nor have loud colors nor have blatant wording/graphics. Likewise, if your shirt is lightweight enough that you ought to wear an undershirt, do not wear a t-shirt that will display graphics through the fabric of the outside shirt. Wear comfortable decent shoes with matching socks. If your only shoe choices are dress shoes and athletic shoes, go with the dress shoes.
(Obviously, this is a bit overly cautious, but if you want a job, you don't want to lose out to your competitors just because an employer thought someone else dressed more appropriately for representing their company.) I suggest you try on the clothes & shoes you plan to wear ahead of time to make sure you'll be comfortable and to make sure they fit. Obviously, you don't want to wait 'til the day of the fair to find out that your pants are too short or there's a stain on the shirt you planned to wear and then find yourself in a pinch trying to put together something else to wear.
