Although you don't have experience here, play up the experience and education you DO have on your resume. When you get an interview with a potential employer, blow them away with your attitude and positive presence.
If you show them you have the knowledge and the work ethic, you will get a job soon enough.

How is his resume? That fact that "he rarely gets an interview" leads me to believe that his initial efforts are not representing him in the best light. There may be problems with his resume, his cover letter, cold calling technique, etc. For resume and career counseling help, I highly recommend: http://www.1greatresume.com/As someone who has hired people, I am often surprised when people send me resumes (thinking they are putting their best foot forward) that don't speak to the job they are applying for, have nothing to do with the needs outlined in the job description, are bland and don't speak to any achievements, etc. I've also been cold called and I can tell you that none of them were effective. Basically, he may need to rethink these initial strategies and think about what impression he is leaving with people - the problem might lie there. Also, he may want to ask the recruiters and agencies for feedback - they might be willing to offer it.
