Since you don't like subways, I ruled out any neighborhoods you would have to travel on a subway to get to. It leaves really just three areas that would be good for your salary and are quite safe.Living anywhere near Yonge and Bloor would be expensive, even with getting a roommate. So the places would be Greektown (Danforth), and Lakeshore (Etobicoke), and Highpark.
Greektown, despite the name isn't full of Greeks, although there is alot. It's one of the safest placest in Toronto, and many residents leave their doors unlocked at night. 1 bedroom apartment would be $1000.
Lakeshore, you would have to take one street car to get there, but it's got the lowest rent at $800. It can be "grimey" at times, but is still very safe.
Highpark is probably the "nicest" area of the three, also a streetcar away from Yonge and Bloor, takes maybe 10 minutes to get there. A one bedroom is about $1000.
All these places aren't far from Yonge and Bloor. Well Lakeshore is, but the way the streetcar system works, it'll only be a 15 minute ride.

You need to go to a community college or school and talk to a counsellor about your experience and if it is considered equal to Canadian standards. I have talked to many immigrants from India that are Engineers in their country but can't work here because they are under qualified. You may need to upgrade some your education in some areas or you may need to change fields. Also talk to people in the business.
