Yes, they do. They can also search Workman's Comp. history.
When you are applying for a job you DO NOT have to put your SSI number down. If they ask for it, tell them you will give it when you have your interview. Then, when you do, put it on a separate piece of paper.

Technically, employers can NOT check your credit rating without your permission. It would be illegal for them to do so in all of the United States. So IF they ask, I would give them permission (you dont want to seem like you're hiding something) but fill them in (vaugely) as to what they will find. Also, I would ask the question of why a credit check would be necessary to the specific tasks of said job. I mean if you're in accounting or dealing with money, then it would seem ok.

Probably not because that puts the employer at risk for negligent hiring suits, but if you're a good worker, your previous employers should be able to vouch for you.
