The best way to find jobs in Engineering is through specific engineering recruitment agencies like RHL and others. How ever you then add the addition of a specific location, is this because you speak the language, if so google that country for engineering recruitment websites and apply through them.

Alternatively you should target the country, then the industry, then pick out companies you want to work for and go to their job pages on their website and apply directly. If you are in the UK i would tell the potential emplyee why you want to come to the country and plan a visit out there. If you went for a week, give yourself 5 weeks to prepare, tell companies, recruitment firms you are over in that week for interviews. This way they no you are serious and that they don't need to pay for your flight over against other candidates.

I worked in Ireland after leaving uni about 12 years ago when Ireland was the place to be.

You should also think of UAE as they always need Sparkies and pay is very good, good expat community too.

I'd try http://www.dice.com. Be prepared to deal with recruiters and middlemen, but still, it's tech-specific rather than generic like Monster and HotJobs are.

That's a pretty broad question! First I think at a minimum we need to know what country you're coming from and what your qualifications are! Those will be major determinants in what opportunities are available to you. It's generally pretty hard to get a work visa outside your own country unless you are at least a mid-level professional. You might be able to get a position as a nanny, English teacher (if English is your first language) or a volunteer though.
