In this economy, contacting HR via the official channels on a web site will not get you a job. you are right, you have to go outside of that. You have to know the hiring manager, or at the very least, know someone who knows the hiring manager. you need to use your network. Go through the people in your network in the industry and ask what is available in their companies/work groups.

Hmm. Not from Texas, but my husband is and we are looking to relocate to San Antonio.
I kid you not, it's very hard to find a job before you move with an address from another state b/c they auto. assume you can't make it to interview, etc.
From a person that had a great career in Marketing (getting my Masters now in something else) I think you should take the following steps:
1.) Research major corps and ad agencies in the Austin Area.
2.) Write and send great cover letters and resumes to these prospects
3.) If you are set on moving save the money, move, and have the confidence that you will find something in 3-5 months.
A friend of mine wanted to move to Colorado and had an issue with finding folks that were interested in him b/c we are from FLA.
He saved money and is moving end of month. With a killer resume, confidence, and drive he's going to find something soon.
