Environmental consulting firms often hire GIS specialists - I work with one in my job. Ref 1 below is a job description and advertisement at Tetra Tech, a large company in Fairfax, VA. I got this off careerbuilder.com.

If GIS is not your expertise, you can look for positions with titles like "Environmental Specialist", "Environmental Analyst" or search using keywords like "environmental impact assessment". I see lots of ads for such positions on a regular basis in the DC area (although entry-level is always a little more difficult.)
