In Florida Wachovia is being bought out by another bank and employees still get to keep their jobs maybe that will happen there too. Otherwise I'd say flood the market I don't see many willing to relocate especially with the real estate market like it is right now.

Recruiters who work in your specialty area may have an open position at one of their clients or will keep you file for future openings. Find some good local recruiters and get on file with them. They will not actively market you out there unless your skills are in high demand and rare. Otherwise, it's a relationship game and getting to know them is important. Be courteous and keep in touch with them so they know you're serious.

Here are some sites to find recruiters in your area:
- http://www.topechelon.com - Go to Job Seekers area and search for recruiters and even specific jobs. This site is a recruiter network where companies share jobs and candidates which will increase your exposure quickly.
- http://yp.yahoo.com/ - Yahoo! Yellow Pages can help you search for local recruiters and other resources. (job coaches, unemployment offices and resume writers etc.)
Go to all the online job board (HotJobs, Monster, Careerbuilder) and search for recruiting companies there too. They are hiring!

Breaks are mandatory after a certain number of hours and if the employees are not being given their legally required breaks, that should be reported to your state's labor commission. However, most of what you describe is legal and depending on the industry she's in, quite normal (i.e. no mobiles, controlled bathroom breaks). That said, a labor law attorney would be able to tell her if she can redress any grievances.

The time of year that you look for work does matter but if affects some jobs more than others. Late November would be a good time to land part time retail work. After the first of the year that dries up somewhat.
You didn't say what kind of work you wanted to do. Service, fast food, and other similar jobs are always hiring. Keep in mind that some businesses run their budget with the fiscal year starting in the fall so getting hired in the fall is easier. Another factor is the perception that no hiring is done toward the end of the year. If you have contacts you may actually face less competition because so many other job seekers have given up for the year. Charlotte has moderate winters so things run pretty evenly year round.
Charlotte is just like a lot of other places, there are plenty of jobs around the problem sometimes is finding good people to put in them.
