If you find a government job listed in usajobs.gov or elsewhere DON"T just send your standard resume. Look very, very closely at the "KSA's" (Knowledge, Skills, and Abilities) as listed in the announcement. Make sure your application, whether it is by resume, application form, or whatever, tracks the KSA's. And, preferably, try to use the same phrasing.

Most announcements--especially these days--attract too many people to interview everyone. Worse, the initial screening is done by human resources types who may not actually know the job, the individual office culture, or the boss. All they have to go on are those KSA's. They are looking at ways to discard some applications, in order to reduce the number of applications to a reasonable size. So don't leave anything to reading between the lines. You can discuss your _real_ qualifications once you get an interview, but you won't get that far, unless the personnel office sees how you meet those KSA's.

That doesn't mean that your experience and training has to be exactly what they describe. Chances are, most of the other applicants will be in the same situation as you. But as much as possible, make sure that your application stresses the relevance of your experience to what you would have to do at the job for which you are applying.

Of course, like any other job, it would help if you know someone in the office, or at least in the agency. There is nothing like having a contact/recommendation to help you get as far as the interview. That's as true in the government as it is in the private sector. If someone knows you're good, that can get your foot in the door. But plenty of people get hired without having a connection, so don't let that deter you.

One more thing: the government hiring process is frequently painfully slow. (Painful for you, and painful for the office that needs to hire someone.) Be prepared for weeks and weeks to go by. It is very unlikely that you will submit your application, get called for an interview the following week, and get an offer a couple of days after that. That sort of thing happens sometimes in the private sector, but there are too many legal hurdles, mostly designed to ensure fairness, for it to be common in government hiring. Again, this should not discourage you, but it is something to be prepared for.
