When most companies say "local applicants only" they usually mean people who will be in the area if they are hired. You will not be asking them to provide relocation assistance nor do you need any new permits for this job (I assume) just because you're changing states. The key point is that the companies do not want to hire someone who will be outside of Chicago or have to pay extra to relocate someone. Make it clear in your cover letter that you are planning to move to Chicago regardless and then tell them the dates you will be available for an interview.

Don't listen to the online scam posters here. Just remember that you're only 20 and have tons of options ahead of you... in new places. This is your chance to get out of Michigan and go stake your claim somewhere else with a more robust economy. Even though the unemployment rate is expected to go to 7%, there are lots of jobs and opportunities around the country if you are willing to go get them. Search Monster and other sites and stop restricting yourself to Michigan. I'll bet you uncover new opportunities at a significant pay raise in some exciting new places. Ever thought about Las Vegas? Phoenix? Reno/Tahoe? Houston? Indianapolis? Miami? Nashville? Seattle? The world is your oyster.

Ann Arbor's economy is pretty diverse thanks to the University and the hospitals. HOWEVER, most jobs in Michigan now require AT LEAST a two-year, technical degree. Most of the jobs available for individuals without a college degree are low-wage jobs in the service industries. You should at least consider completing a college certificate program.
