If not having the proper education is the sticking point to obtaining a job, you get further education.
If not having a drivers license is your problem, get one.
A job isn't going to fall from the sky into your lap.
Unless you're physically unable to drive, then I suggest a trip to your state employment office to see a vocational represenative.
There's ways to work around things. It depends on your determination level as to whether you succeed.
At a minimum however, if it's that hard to find employment, you should check the employment office.

Lots of industry there. Also look in the outer reaches of Montgomery County, where alot of Government Contractors are located.

It is not actually illegal to consume alcohol while on the job with the exception of specific occupations wherein being impaired is physically dangerous (engineers, pilots, police officers, even hair-dressers). That is to say, there is no criminal law in Maryland, or Montgomery County, that prohibits this with the exception of those specific occupations.

Companies may or may not choose to make internal policies regarding alcohol, but these are not enforced by law. They make these polices both for practical reasons (drunk employees are not very productive) and liability reasons (a drunk employee who drives and kills someone could cause the company to be sued).

My wife is an attorney who practices in the very county you are in, and her partners have occasional "happy hours" during work hours (lawyers are HUGE drinkers, though she does not). They are optional for all staff present, though they are held during work hours and on the premises, but confined to one room. In order to cover itself, the company also provides reimbursement to hire taxi cabs.

If you know someone is drinking drunk, give their tag number anonymously over the phone. If the police catch them, they may not need your testimony because the breathalyzer is all they need to convict them of drunk driving.

If their behavior is dangerous and poses a threat to others, contact Maryland Occupational Safety and Health (MOSH) and report them.
