Stay away from any agency that charges. Reputable Head hunters - or recruiters - charge the employer, not the potential employee. Go online and find some local companies and send them your resume.

Paying for what? Things like the "resume blast"? If you read the boards at Monster (before they get deleted), you will see posts sometimes from people who are complaining about the resume blast and then getting contacted by crappy MLM or commission only type jobs. Most employers I am sure have that service on automatic spam filter by now. Don't pay for a job search. Do some research in your area--for instance, where I live the local Chamber of Commerce website has a job board with only local employers. Try targeting a few local employers in your area and honing in on some key people in the areas you want to work in, like if it's marketing, find out who the marketing people are at XX company and send them a resume.

We Answered:

It's neither capital nor deductible against income. Under section 8-1 of the tax act you can claim a deduction against ordinary income for an expense that was incurred in the course of earning your income. Not before earning your income. So any expenses related to trying to get a new source of income are incurred too soon to be related to actually earning the income. So you can't claim them. Fullstop. You have to already be earning the income from a job to be able to claim the expenses which relate to it.
